The Opportunity

We’ve been engaged by the Executive Leadership team of a leading Affordable Housing Developer/Owner/Operator in the search for a Regional Vice President. This RVP is a big hire and will be responsible for our client’s Texas portfolio, including achieving regional financial and operational results. Lead a growing team throughout the various phases of development, construction, lease-up and management.

  • Report directly to the Executive Vice President of Property Management

  • This RVP is responsible for 2/3 of the EVP’s portfolio and will have a strong influence

  • Growth trajectory offers a direct path to a companywide Vice President of Property Management position in the near future

  • Currently, the Texas portfolio encompasses more than 9,000 Affordable Housing units with another 5,000 new apartments coming online in 2021 – 2022 throughout the state

  • Majority of the properties are in San Antonio, Austin, Dallas and Houston

 

Scope of Responsibility
  • Lead, motivate, mentor, and develop a growing team of Regional Property Managers

  • Provide direction and feedback regarding employee performance expectations and results

  • Conduct regular performance reviews and approve employee expenditures

  • Collaborate with the Director of Operations to develop employee incentive programs, manage staff wages, salary and commission issues and approve any changes

  • Work cohesively with internal teams including HR, IT, Accounting, Development, Asset Management, etc.

  • Report and manage legal, Fair Housing and insurance issues as directed within the portfolio

  • Manage and drive financial results, including budgets, reporting, reviewing with staff, developing and presenting strategies to improve financial and operational results

  • Manage annual budget preparation process with the portfolio and ensure portfolio meets asset plan expectations

  • Ensure all training programs are being executed and that all communities are being operated within company standards of appearance, operations and employee representation

  • Actively manage employee recruitment and hiring processes as necessary, including approving all new community hires

  • Ensure Supportive Services programs are being operated in accordance with existing agreements and company standards

  • Ensure all Regional portfolio documentation is up-to-date, accurate and effectively managed

  • Ensure all required marketing and leasing procedures and initiatives are executed

  • Act as Senior Liaison to State Agencies, PHA’s, nonprofit partners and Syndicators for Regional Operations and reporting as directed by the EVP

  • Coordinate with other internal teams during operational setup of new communities; initiate cross functional kickoff meetings as necessary

  • Act as Regional Coordinator with Development and Construction teams on new projects as well as to improve regional operations, solve community or portfolio issues and recommend improvements

  • Work closely with internal and external Compliance teams to ensure Compliance standards are met

  • Review Annual Community Inspections produced by Regional Managers and ensure follow-up actions are taken

  • Represent the company and region as necessary in meetings and interactions with other internal teams and external partners

  • Review design and functionality of new development projects with Developers and Construction Project Managers; communicate and coordinate with EVP

  • Monitor all aspects of new pre-lease communities

  • Ensure all management fees, compliance fees, etc. are at the appropriate level and being collected

  • Ensure the accurate and timely completion of all reporting

  • Work to ensure all approved company practices, procedures, policies and programs are being effectively executed throughout the portfolio

  • Propose, develop and implement new procedures, practices and initiatives within the portfolio

  • Travel frequently throughout the state of Texas to meet with Regional staff and on-site teams

 

Ideal Candidate Profile
  • Bachelor’s degree or equivalent experience

  • 10+ years multifamily Affordable Housing Property Management experience

  • Strong experience with LIHTC, HUD, TDHCA, Section 8, Public Housing

  • 5+ years in a Regional Management role overseeing a portfolio encompassing at least 5,000 units

  • Detail-oriented yet thinks strategically

  • Strong leadership, financial and business acumens as well as a demonstrated leadership ability with excellent written and verbal communication skills

  • Politically savvy with an ability to work through organizational hierarchy

  • Presents a polished, professional image

  • Proficient in computer programs including Microsoft Excel, Word, Outlook
